Prof. Xiao Jinming Lectures on Innovation in Theory and System of State Supervision and the Rule of Law

On May 14, Xiao Jinming, professor at the Law School of Shandong University (Weihai), was invited to deliver an academic lecture, entitled “Innovation in Theory and System of State Supervision and the Rule of Law”. The lecture was presided over by Professor Wang Xuedong, dean of the College of Arts in UPC. More than 150 people, including teachers and students of the Department of Law and other law lovers attended the meeting.

Prof. Xiao Jinming analyzed the system of state supervision and rule of law by comparison and from the perspectives of law as a discipline. He pointed out that the current implementation of the relevant system lacks restraint, and we should reinterpret the right of oversight of the peoples procuratorate, have the procuratorate and supervisory institutions restrain each other, and reconstructure the legal supervision function system.

Prof. Xiao pointed out that the theory and system of the state supervision of rule of law have not been fully expounded, because of the rapid change of the times and few interaction between the politics and academia. Taking the success of China’s reform and opening-up for example, he described the importance of putting economic construction in the first place and analyzed issues with Marxist perspective and methods. Finally, Prof. Xiao probed into the new proposition of "China’s rule of law" put forward in the 18th National Congress of the Communist Party of China, summarized the four connotations of the rule of law, namely, ruling the country by law, government ruled by law, judicial fairness and the protection of human rights. He pointed out that inadequate administrative power was the most difficult problem, and the rule of law should not be discussed in a linear way, and the rule of law must be placed in the background of the modernization of national governance system and governance ability. Prof. Xiao focused on the historical evolution of the concept of "rule of law" since the 15th National Congress of the Communist Party of China and summed up the inclusion of the party's guiding ideology and work goal into the Constitution.

Teachers and students of the Department of Law think highly of this lecture. They think that Professor Xiao's academic report was closely in line with reality, farsighted, and profound in explanation of the theories.
